Request for Proposal: Review of Market Effects from Energy Efficiency Programs (CP1-08-02)

Introduction

On behalf of the California Public Utilities Commission (CPUC), the University of California (through the California Institute for Energy and Environment (CIEE)) is seeking qualified experts to prepare a white paper reviewing the literature on market effects from energy efficiency programs implemented by private and public organizations.

For the purposes of this study, a market effect is defined as a change in the structure or functioning of a market or the behavior of participants in a market that result from one or more energy efficiency program efforts (1). Typically, these efforts are designed to increase the adoption of energy-efficient products, services or practices and are causally related to market interventions.

The goals of this study are to provide key information on what has been learned about market effects and what additional work (including research, development & demonstration as well as policy guidance) should be included to help support the development of a strategic plan for the CPUC in the coming years. In addition to reviewing key findings, “think pieces,” and non-empirical work on market effects, the paper will examine the different methodologies used or proposed to measure market effects and make general recommendations for methodologies to be used in California.

At this time, we are seeking individuals or a qualified team, with one or more of the following preferred attributes or competencies (including experience, publications, or recognized credentials) to prepare this white paper. In addition to cost and technical approach, we intend to use the following criteria when evaluating your submission:

  • Prior experience, knowledge and involvement in the evaluation of energy efficiency programs that are designed to change markets in a manner that increases energy efficiency.
  • Experience in accessing published and “gray” literature, reviewing technical studies, and synthesizing key findings.
  • Experience in evaluating energy efficiency programs and barriers to the introduction of energy efficiency technologies.
  • Experience with technologies and behaviors related to energy efficiency.
  • Ability to write clearly and understandably, especially to the targeted audience.

Project Tasks and Deliverables

It is anticipated that the following deliverables will need to be prepared:

  1. Participate in a project kickoff meeting (in person or via conference call).
  2. Prepare an outline of the white paper and develop criteria to identify relevant documents that could be used to complete this study.
  3. Perform and complete the literature search outlined above, identifying the specific documents to be reviewed.
  4. Review the documents and prepare a draft white paper following the white paper outline; the draft paper will undergo peer review.
  5. Prepare a final white paper, addressing comments and incorporating appropriate changes and improvements. The expected length of this white paper is approximately 75 pages, not including a bibliography.
  6. Prepare a 2-page summary of final white paper (after final white paper has been accepted).
  7. Present project findings to the California Public Utilities Commission.

Schedule

The contract start date is expected to be Winter 2008 and is expected to last 6 months; a detailed schedule for deliverables will be part of the contract. (Sample Terms and Conditions.doc )

Submittal (not to exceed 10 pages (single-spaced) inclusive of all requirements below)

Please send your application electronically with the following material, by February 28th :

  • Proposal cover page TITLE PAGE
  • Statement of Qualifications and references (not to exceed 3, with contact information)
  • Resume/ Curriculum Vitae for all named principal investigator(s) (A maximum of two pages per person)
  • Statement of Work
  • Proposed budget – include hourly rates and number of expected hours for each key investigator in the tasks outlined above.  This information should be submitted in this format: Budget Template_1-30-08.xls
  • Conflict of Interest:  To facilitate the identification of potential conflicts of interest, all parties that are awarded under this solicitation will be required to follow the disclosure guidelines set forth in Exhibit D of the sample terms and conditions (Exhibit D). The potential for conflicts are evaluated on an individual basis (not organization). Completed Conflict of Interest disclosure will be necessary only for the Principal Investigator(s) and Key Personnel during the submission of the RFP. Upon selection all other individuals on the respondent’s team will need to disclose potential conflicts. If a potential conflict is identified, the solution would be the replacement of that individual team member.
