available?"
Answer: “We do not have a fixed budget in mind. We are looking for
the best proposals. Bidders can provide different options for doing the
work with different budgets, if they desire.”

Questions: Would this [RFP]
include studies for energy used to ship goods and people, i.e.
transportation fuels? And
project for energy efficiency to ship goods such as logistics models,
no-idling strategies, engine efficiencies, smart growth, etc. Or is the
RFP restricted to heating/cooling/stationary energy?
Answer: This RFP is restricted to the energy-related technologies
and services in the following sectors and primarily in buildings:
residential, commercial, industrial, and agricultural. It does not
include transportation.
