On behalf
of the California Public Utilities Commission (CPUC), the University of
California (through the California Institute for Energy and Environment
(CIEE)) is seeking proposals from qualified experts for conducting
embedded energy in water studies.
For purposes of this RFP, embedded energy in water and energy
intensities (e.g., kWh per million gallons of water) are used
interchangeably.
In
CPUC Decision 07-12-050 (Dec. 20, 2007), the CPUC directed its staff
and consultants to conduct three studies: (1) the Statewide and Regional
Water-Energy Relationship Study, (2) the Water Agency and Function
Component Study and Embedded Energy-Water Load Profiles, and (3) the
End-Use Water Demand Profile Study.
The information developed in these
studies should provide a better understanding of how energy is used in
the California water industry. Furthermore, the results from these
studies will be used by the CPUC in help determining whether future
embedded energy in water programs should be added to the CPUC’s energy
efficiency portfolio.

Study 1:
Statewide and Regional Water-Energy Relationship Study
The goal of the Statewide and
Regional Water-Energy Relationship Study is to establish the
relationship among annual climate and hydrology variation, regional and
statewide water demand variations and statewide energy use by the water
system. Another goal of this study is to develop a regression model of
the relationship between water use in California and energy used in the
water sector using historical data. This model will also be used in a
predictive mode: for example, given specific water delivery requirements
developed from precipitation pattern information, the expected energy
use can be estimated for future precipitation levels and other
variables.
Budget and Schedule:
The estimated budget is approximately $425,000. The duration of the
project is one year.

Study 2:
Water
Agency and Function Component Study and Embedded Energy-Water Load
Profiles
Study 2 consists of two distinct components:
The goal of the Water Agency and Function component study
is to develop a representative range of energy intensities for water
agencies in California, and representative ranges of energy intensities
for the various operational components of the water system (water
supply, freshwater treatment, distribution system, and wastewater
treatment), as depicted in Figure 1. The detailed annual and daily
profiles for energy use will be established as a function of water
delivery requirements for a full range of local, regional, state and
federal water agencies within the California water system.
Budget and Schedule:
The estimated budget for the Water Agency and Function
component is
approximately $500,000;
the duration of the project is eighteen months.
The goal of the Embedded Energy-Water Load Profiles
component is to develop representative ranges of water-energy load
profiles for water agencies in California, and representative ranges of
energy load profiles for the various operational components of the water
system in California.
Budget and Schedule:
The estimated budget for the Embedded Energy-Water Load
Profiles component is approximately $300,000. The duration of the
project is one year.

The goal
of this study is to provide all participants with accurate and current
end-user water use profiles.

Eligibility
All individuals are allowed to respond to this request for
proposals. There are conflict of interest provisions and CPUC bidder guidelines
on the firewall between program implementers and impact evaluators that bidders
should read; they are posted below.
|
|
|
At this time, we are seeking individuals or
a qualified team, with one or more of the following preferred attributes or
competencies (including experience, publications, or recognized credentials) to
conduct these studies. In addition to cost and technical approach, we intend to
use the following criteria in evaluating submissions:
1. Knowledgeable
about California's water system, hydraulics, water modeling, water agency
operations, and other pertinent water related information.
2. Knowledgeable
about technologies related to water efficiency.
3. Experience
in collecting and analyzing energy use and demand and water use data, including
energy load profiles.
4. Experience
in developing regression models, preferably in relating energy use to water use.
5. Experience
in metering water use for different types of customers (see Study 3, Task 4).
6. Experience
in accessing published and “gray” literature, reviewing technical studies, and
synthesizing key findings.
7. Ability
to write clearly and understandably.

The statement of work
should follow the tasks outlined in the RFP. The bidder can suggest
modifications or enhancements to these tasks, the reasoning for these
recommended modifications or enhancements, and the proposed method(s)
for accomplishing the recommended changes.

The two components of
Study 2 are not considered separate studies; therefore, the 10-page
limit applies to a statement of work consisting of both components.
- Proposed budget – include hourly rates
and the number of expected hours for your personnel in the tasks outlined above. Use

If you are submitting a
proposal for multiple studies, provide a summary budget for the

- Conflict of Interest: To facilitate the identification of potential conflicts of
interest, all parties that are awarded under this solicitation will be required
to follow the disclosure guidelines set forth in Exhibit D of the sample terms
and conditions (Exhibit
D). The potential for conflicts are evaluated on an individual basis (not
organization). Completed Conflict of Interest disclosure will be necessary only
for the Principal Investigator(s) and other Key Personnel during the submission of the RFP. Upon
selection all other individuals on the respondent’s team will need to disclose
potential conflicts. If a potential conflict is identified, the solution would
be the replacement of that individual team member.
