On behalf
of the California Public Utilities Commission (CPUC), the University of
California (through the California Institute for Energy and Environment
(CIEE)) is seeking a qualified individual to serve in a research project
and program management capacity. CIEE will be initiating a series of
interrelated projects that quantify the relationship between water
consumption and consequential energy use (now know as ‘embedded energy
in water’). CIEE seeks a contractor who will manage these individual
projects and will provide guidance to ensure that the portfolio fulfills
CPUC’s programmatic goals.

Studies
and Goals
Under
CPUC Decision 07-12-050 (December
20, 2007), the CPUC directed its
staff and consultants to conduct three studies. These goals of
these studies are:
1.
The Statewide and Regional Water-Energy Relationship
Study is to establish the relationship between annual
climate and hydrology variation, regional and statewide water
demand variations and statewide energy use by the water system.
Another goal of this study is to develop a model of the
functional relationship between water use in California and
energy used in the water sector that can be used in a predictive
mode: for example, using specific water delivery requirements
developed from precipitation pattern information, the expected
energy use can be estimated.
2.
The Water Agency and Function Component Study and
Embedded Energy-Water Load Profiles Study is to develop
representative ranges of energy intensities for water agencies
in California, and representative ranges of energy intensities
for the various functional components of the water system in
California. The detailed annual and daily profiles for energy
use will be established as a function of water delivery
requirements for a full range of local, regional, state and
federal water agencies within the California water system.
Another goal of this component of the study is to develop
representative ranges of water-energy load profiles for water
agencies in California, and representative ranges of energy load
profiles for the various functional components of the water
system in California.
3.
The End-Use Water Demand Profile Study is to
provide all participants with accurate and current end-user
water use profiles based on metered data.
The
information developed in these studies should provide a better
understanding of how energy is used in the California water
industry. CPUC will use the results from these studies to help
determine whether future embedded energy in water programs
should be added to CPUC’s energy efficiency portfolio.

The scope, detail, and tight
timeframe associated with this project require that any interested
bidders demonstrate a considerable level of familiarity with
California’s energy efficiency programs, California water industry, and
CPUC regulatory processes. At this time, CIEE seeks qualified
individuals with one or more of the following preferred attributes or
competencies (including appropriate education, demonstrated project
management experience, or recognized credentials) to work on the
project:

1. Academic Preparation:
|
| |
2. Project management experience,
including the following:
-
Four to five years progressively
responsible experience performing project management. The
preferred candidate might also have technical experience
(energy, water, utility system economics) that precedes
their project management responsibilities.
-
Specific experience working in
(or with a service provider to) the federal, state,
regional, and/or local government sectors.
-
Working knowledge of the
principles of project control, including: the ability to
understand a project budget, project expenditures and the
ability to interpret project deliverables (various reports
and other results) to measure project progress (for the
purpose of recognizing the need change course in a project
to attain its goals).
-
Experience in contract
management, which has allowed you to develop the ability to
effectively manage a contractor performing technical tasks
utilizing terms and conditions of a contract.

Proven management
and organizational abilities to plan and independently
execute projects/tasks within specific deadlines, and
successfully assess, balance, and prioritize numerous
competing concerns.

3. Computer skills, including:

Desktop computer applications
(including MS Office, relational databases, electronic mail,
etc.)

Project management tools (such as
MS Project)
-
WWW in a network environment
-
Ability to post documents and
maintain a website.

Knowledge of general office
procedures and working knowledge of general office
equipment.

4. Communication Skills
-
Excellent communication skills -
verbal, written, and presentation skills – that allow you to
communicate clearly, logically, and persuasively with anyone
regardless of their background. The ability to effectively
interact with others in a one-on-one setting (utilizing
active listening skills) is particularly important.

Strong interpersonal skills that
allow you to interact effectively and develop mutually
beneficial partnerships with an array of diverse interests,
individuals, agencies and constituencies. It is particularly
important that our Project Manager be able to use their
interpersonal skills to motivate our contractors to provide
their best and not rely on punitive tactics (such as
withholding invoice payment) to successfully complete a
project.

Strong attention to
detail and the ability to effectively manage your own time.

5. Relevant
Contextual Experience:
-
Experience, knowledge and
involvement in energy efficiency and/or water efficiency
programs, policies, or contemporary (energy and
environmental) issues that face California.

Knowledge of documents submitted
in Commission proceeding
R.06-04-010 by the utilities and other parties.
-
Knowledge of regulatory
policymaking in promoting energy efficiency.
-
Experience managing projects that
are knowledge-based and the performance is exposed to
uncertainties that can impact project cost, schedule and /or
quality.

CIEE seeks project management
assistance for the projects described above,
in particular for the following
activities:
- Participation in project kickoff and
management meetings.
- Assurance that the deliverables for
each project are prepared on time and within budget.
- Assistance in the review, evaluation,
and presentation of research results and deliverables.
- Invoice approvals.

individuals are allowed to respond to this request for
qualification.
There
are conflict of interest provisions and CPUC bidder guidelines
on the firewall between implementers and evaluators that bidders
should read. Information about these policies are posted on the
CIEE website for this RFQ.
Please note that sole proprietors are also encouraged to respond
to this opportunity, but they must maintain their status as an
independent contractor (IRS Definition) throughout their
involvement in this project. |
